Texas carriage operators long faced a fragmented landscape — each city writing its own rules, often driven by activist pressure rather than evidence. Operators in San Antonio, Houston, and Dallas found themselves fighting the same battles independently, with no shared resources or unified voice.
THCA was formed to change that equation. By uniting operators across the state, we created the critical mass needed to engage meaningfully at the Texas Capitol — where statewide policy is made and where lasting protections can be secured.
Our most significant achievement came with HB 2127 in the 88th Legislature — a landmark preemption bill that established statewide standards and protected operators from conflicting local ordinances. We continue that fight with HB 5356 in the 89th Legislature.
